This was before I even knew about the Cabal agent. I understand the issue now. I'm waiting to hear back from Khell about my proposal. With his agent he will want to use it and will most likely want to take a dread from D'rek. If he does then I'm more likely willing to refresh someone else but it will more likely be Tapper as he is the most likely person I can exchange commodities with. If you can figure out a way for us to neighbor this round then I'd be willing to pick you for a commodities swap of some sort.

Not all will be offered a refresh. I'd still want to not give anyone a free refresh and just have D'rek wash/exchange my commodities but if Khell agents her she has already said she wont wash me or that is how it seems to me as her stance on the issue. In that case I have to refresh someone to exchange commodities with so then I either refesh Tapper or Khell as they are the most likely neighbors who will trade my commodities with. Because of Khells agent I dont see how I can refresh you unless we become neighbors this round. As there is a tech specialty planet Tappers way he makes the most sense.

Ideally I want Khell to take my deal as it will limit the number of trade goods D'rek gets this round and he will get another carrier to build to spread out. Then with he and I likely neighbors I can exchange my possible commodities from explorers with the 2 I refreshed for him with trade.

As of right now if you want a refresh then figure out how we trade commodities this round. It might be possible but it will probably require us to move ships where we both dont want to go.

Khell using Stillness on me doesn't necessarily mean I won't refresh your commodities. I just won't do it for nothing.

I don't see all these things as necessarily being connected, the individual components of this big deal you're trying to arrange can all be individually renegotiated separately.

Yeah, I think early on you'd get more benefit out of spending them than from hoarding them and only having planet resources to spend. Maybe mid-game/late-game it becomes viable to start selectively hoarding - like going for one particular player's dreadnoughts or carriers. War suns and flagships are perhaps exceptions, obviously.
