So with Morgoth being rude and skipping the forum for over a day I got looking at the map. I think IH has the secret objective to hold 4 cultural planets. His play on Morgoth in a previous round and then his assault on Quann could help explain those actions. He probably would have already scored the secret where the wormholes were concerned if he had that. That puts him at 6. Guaranteed he is taking Imperial and can score the production 2 pointer and 1 of the 1 point tech ones. I guess it will come down to secrets for him to pull off the win next round.
I don't know what I'm doing but it sounds good.
