I don't think so - the infantry would have had to be in space for me to take it with me, I can't load my infantry on a retreat as far as I know.
You can pick ground forces up off planets in a regular retreat (and a Skilled Retreat), but not with Foresight.

Huh, interesting, I had said that just based on the wording of Foresight (it says only move ships) but then went and double-checked the rules (v1.3) and the FAQ part says you *can* move infantry with Foresight after all:

A: Yes. Any effect that moves a ship allows that ship to transport units in its system, if it has available capacity.
