Not that it'll ever happen (waaaay too easy for 1 person to decide to put just 1 of their votes on Research Team instead and win it), but on the miniscule hypothetical chance that people actually thinkg of going along with this... I'll point out that Letnev is the absolute worst possible choice of giving a red tech skip to here. If Khell gets to give one of his own planets Research Team it'll be straight to Duranium Armour + Non-Euclidean Shield Dreadnoughts/Flagships/War Suns for him.
