He did it with an action card - in any case, as Nom says, it's the infantry one unless I've missed something (entirely possible!).

I did a quick count and got 36 (though it's hard to count the ones on the homeworld as they're so crammed in over there). So we would have to remove 50% of his infantry.

Edit: And that's without him just producing more.

I think I have around 35, but I honestly don't know they are too hard to count.
