Can a mage draw power from the Imperial Warren like any other warren? For example, can a mage drop an Imperial Warren brand fireball on somebody? Or is it just a warren used for travel?

I don't believe anybody's been shown bad accessing the imperial Warren as a source of power.
It's not an aspect of or attuned to anything. It's as far as we understand it, a pocket realm that Krul made to house the damage from the continent of Korelri.
Now, let's say some enterprising sort started worshipping their own version of death and destruction, maybe they placed a throne in there and asked some witches to make them a card, before you know it... Baby, you got a Warren cooking!

Agreed i don't think we've ever seen anyone do that.
I have this vague recall that Pearl did something in the IW in HoC, when he and Lostara found the Otataral dragon, but i'm blanking on details and don't think it involved the actual warren's energies.

Didn't he slow his fall and conjure a light source? I can't remember him using the IW as a source for that magic though.

Because it's not elemental or the seat of a god or anything, I don't think there's much power in it to draw from. Like Aptorian said, it's more like a quarantined area. The Emperor and Dancer I'm guessing just happened to find it in their explorations and figured out it was mostly empty and so started using it as a (mostly) secure line of travel and communication.
Laseen did nothing wrong.
