I'm going to make one addendum, though.
What you're really buying is Me+Twelve+Tapper not competing (and winning) on the first agenda. With no major competitor for it, we hardly need 60-some votes on Morgoth (us 3 + Morgoth + he's already bought IH's votes). Ergo, I will still put all of Tapper's votes towards Morgoth on the first agenda, but I'm going to use mine to vote Nom on the 2nd agenda. Morgoth will still get ~45-50 votes on the first one, far more than all the other players can achieve (even taking action cards into account).

Yeah he does. Nom, Tatts, and especially Blend can swing it. He needs at least one of myself and Tapper to vote for Morgoth and the other to abstain from that vote.
