It makes sense for him to threaten it, as he wants to get his tech, but once the results are resolved you think he'll really follow through and waste such a valuable action card on a player the other side of the galaxy? Doing so won't get him the tech he missed and he loses the threat/opportunity for future veto'ing.

Plus, you know, sabotage.

Knowing Gnaw's and my history and his play style yes I do believe he will use it on the weakest law. It fits his M.O. I also find it hard to believe you would sabotage his veto card when you might need it if you are forced to tussle with IH if you can't work out your differences.

If it's a legit offer just say you will you use it to protect my investment at no further cost and I'll confirm the deal and cast my vote. Otherwise I'll see what he says and then I'll let you know what my final decision will be.
I don't know what I'm doing but it sounds good.

I can't absolutely guarantee that I would use it. For that matter, I can't guarantee I won't have already used it on some wiley Tatts/IH card before Gnaw even plays it. So yeah, talk to him, and let me know if you're backing out or no.

I'll give Twelve a chance to discuss the original deal with you first, and if you two can find common ground I'll stick with my plan with him. But if he does indeed decide to back out, then sure I'll absolutely take you up on that deal.

So my options are
A ) pay D'rek's fee for her and Tapper's votes and you veto the results.
B ) throw my votes for D'rek to gain the law but then she will take the action card and have Morgoth win? Or she Tapper and I vote for her to win and you may or may not veto the law.
C ) I vote for Morgoth to win I get shields Holding action card if I pay Tapper's fee which I have no idea what it even is?

Is this the long and not so short of it?

Also hypothetically speaking if I wanted something besides the action card and asked for say blend's racial or Morgoth's ceasefire what are the chances you would give one if those up? Or as an additional cost require you to veto the law regardless of who gained it?

You get the card if you vote for Morgoth AND he wins. Which means, I assume that you’d have to go through with your deal with her except have her switch her votes to Morgoth. Which doesn’t really seem like a good deal for you at all.
So turn my offer down. That’d be the best decision for you probably.

You know there's another way for you to get assault cannon, sarween tools or hypermetabolism. A way where you can score two for one actually and you are in range. Malice. IH is the points leader after all.
Hypermetabolism won't even kick in until next status phase anyway so your need to stall won't go away. You are going to have to use that action card regardless of what tech you gain. Will you agree to use the veto on Morgoth if you get your tech?

Gnaw after much thought here is my offer to you. My main goal is to keep the agenda out of Morgoth's hands. I would like it for myself and am willing to spend a CT for it. You are after tech and though I would like to deny you some of the sweet tech you are likely to pilfer I'm mostly indifferent to that goal as you arent likely to attack me for tech as I have shit you want.
So, since you are willing to give up the shields holding this is what I propose. You pay D'rek for her and Tapper's votes with your shield holdings card and I'll stand down if you agree to use your veto law on Morgoth once he gains the action card policy. You get what you want, Tech D'rek and I get something out of it as well, shields holding and no extra action card for Morgoth. Now If you don't agree to this then I'll still pay D'rek for her votes as a big ole middle finger to you for your stick waving at me and neither of us get what they want. Option 1 you and I are both satisfied with the results and Option 2 we both get shafted. Seems pretty obvious to me.
