Well, for the Creuss wormhole thingy, empty means no units of any kind, but it can have planets. That’s what I’m minded to go for warfare sec as well.

I do think we should keep the same definition of ‘empty’ (unless otherwise stated) when it is used in a rule. You still can’t use the Warfare secondary to invade and control a planet, so it’s either blockading (sounds quite Warfary to me) or you use another tactical to then activate that system and invade.

Yes, you can only ever land units from space onto a planet via the Invasion step of a Tactical Action. Warfare secondary, retreating, and other methods of moving a ship into a system outside of a tactical action would only let you move the ground units carried by that ship to the space area.

We're probably best off to just rewrite the secondary effect so it says "any system that does not contain enemy units" rather than "empty" at all.

Morgoth, I've placed all you GFs on Arc Prime as that's where they were produced by the dock - I don't believe that they can automatically be placed on a different planet:

59.3: 'When a player produced ground forces, he must place those units on planets that contain a unit that used its Production ability'.
