As for why Twelve? I figure giving him a refresh of 3 commodities (aka 3 TG) shows what benefits a Hacan neighbour can bring him, in a nice round undisputable figure.

For Nom, this means he will have all Cs turned into TGs before the start of his turn, which is a real benefit.

To further your question, if a ship starts its movement in a nebula then it moves 1, plus 1 for warfare plus 1 if you have gravity drive. Like Khell did to me last game the tosser
