Tatts, Looks like we are neighbors again. As you can expect I will be wanting to make a dash to the center. Can we agree to the nebula as a no mans land for all but 1 destroyer just in case there is an objective to be had by moving into one? I want much better relations with my neighbors this game. Also lets talk about the systems near the nebula. I would like to stake claim to Tura Nora as a defensive outpost just in case I don't go straight there this round and instead gobble up all the nearby planets to my homeworld. It's a bit awkward for you to get there and it's a great choke point to keep out unwanted visitors. Do you have any objections to this?

"No expansion without war" - but expansion via war is exactly what Muaat excels at, particularly in the early game.
Aside from their two immediately-adjacent planets, Macgnaw have to expand upwards into Everra. Getting to it they have to awkwardly traverse empty space since they've agreed to let Morgoth have full access to TequTork, and even once there the Nebula stunts their mobility exiting. Lodd Eru and even Mordai II might not have much defenses.
In the early rounds, Nom will be trying to build up infantry so he can build more than 1 thing at a time in each system. He, likewise, will not necessarily be able to muster much force against a war sun.
Blend will play how he wants, he can choose to be peaceful and trade-focused if that's what he wishes. But he's hardly lacking in hostile expansion options that are difficult or even impossible to be defended if that's how he chooses to play. Personally, I think Nom picking Arborec when he's right next to a resource-starved Muaat was just begging to be conquered (all the more so since Arborec won last game).
But I suppose that's where Hacan comes in and you could fund Blend's victims hoping it will push him into making your exchange...

Also looking at the abilities of the Muat if they can get their Command ship along with their War Sun they don't need resources to build, just influence to place cruisers, Fighters or destroyers.

Blend will indeed play how he wants to play. If he goes full on aggressive, I can only respect that. Imho though, he lacks the influence and resources to not run out of steam. We'll see

Tapper I know that we agreed to a border of Arinam/Meer and Lazar/Sakulag. Can we expand on that agreement that no units other than carriers to enter that border and least until after those systems have been claimed? I'm a bit apprehensive to leave those open for easy colonization especially when they are right next to my homeworld.as I may not be able to grab those systems right away.

That is... not how that works. As soon as you use the War Sun PN the first time, Nekro will just copy the tech off of you, regardless of you holding the PN a 2nd time (and they can't copy the PN from Muaat no matter what happens, only the tech).
Ah, but that is not what i meant. I will not use the Muaat racial until after Blend finds a buyer who can afford his fee. That way, I won't have WS researched, so Nekro can't steal it.
And when he can, at the least Blend, myself and a third player will already have the technology.

It is not that hard to handle.
If no-one wants to buy it, we have a level playing field, unit-wise. At some point, someone will get nervous and wants to upset the balance.
And whomever wants to buy it, makes sure their neihhbours will want the tech, too. Blend thus creates his own market, and some of those who want to buy/ build the thing, will come to me in order to be able afford it.
At the very worst, we will have new a level playing field in which everyone has WS. I will still have it first (well, second).

I have no issues with you going for Tarr'man, Ensapta is a bit trickier. I'm not against you claiming it but we would need to work some logistics out first.
