According to this rule:

you can use Unstable Planet on an exhausted planet.

No - Ragh/Lisis is still considered a home planet, even if it's now owned by someone other than Khell.

I don't think so. I read the rules on this, a nebula converts all ships 'normal' movement to 1, but other tech/SC/AC additions can still apply to boost them further. In any case, that's not the primary reason I did that. I'm actually using it more for the +1 to combat. I'm getting increasingly paranoid that a play for Mecatol will be made this round.

Twelve, you wanted me to play Trade early (which I had not been planning to do). We negotiated that I would do so as long as {a} you don't play Logistics right after Tatts plays Tech later in this round, and {b} Tatts was okay with me delaying my move out of Lazar by one turn.

If you're reneging on what you and Tatts had worked out such that condition {b} is no longer met, that's deceitful on your part. I still expect both {a} and {b} in exchange for my having played Trade right away, which is (unambiguously) what you said you wanted.

You did bring up granting certain free refreshes later, but you never gave any indication that you now considered that to be part of the previous deal (the terms of which were already concluded), nor did you ever offer anything for those free refreshes, you just said you wanted them with no offer.
