Alright, so it's true that Morgoth said to use the Morale Boost on round 1 of combat, it's another thing that I missed unfortunately.
So at this point given that I would have given Drek the choice to sabotage the Morale Boost had I done it properly the first time around, and given she has said above that she would officially say that she would, I'm simply going to add the use of it to thread, and you'll both lose the action cards.
Very sorry for the second mistake in that combat. I'm gonna have to figure out a better way to keep track of everything while I'm resolving combats.

Probably too late now though.
I thought it was that you could Skilled Retreat with ground forces that are already in space, but not on planets? Compared to the ordinary retreat where the same principle applies, but there's an added part of the declare retreat step where you can move ground forces from planets to space. Skilled retreat doesn't have a declare step so you never get the opportunity to move them up to space.
That was my take on it/how it was explained to me by someone. Mod can research and decide.
Just so you know, given this rule:

If a player wishes to retreat with any of his ground forces that are on planets he controls in the active system, he may place those units in the space area of the active system during this step.
I would say that Morgoth is allowed to move his ground forces when using Skilled Retreat.
His initial provisional, however, was to only bring the infantry that was on Arnor, so that's all I will allow at this point!

And apparently the creator of TI4 agreed that Skilled Retreat (and the Naalu's Foresight ability) could bring GFs with them.
