He can build in that first turn. I have options. Move dreads into THIBAH build ships in Sakalug, that could be flagship and dread or dread, destroyers, and some other variant. Attack with one of those armies this turn or attack twice next turn. I

Actually, you are correct about the wording of Hyper Metabolism, but the Sol ability is not an absolute number. It gives me an additional CT during the end phase.
So instead of 2 CT standard + 1 additional CT from being Sol, I now get (2+1 = 3 from Hypermetabolism) + 1 additional CT from being Sol = 4 CT.
