Yes, they do. And the list in the beginning of this should be updated to show that. The “grants:” is left blank and I went all of last game assuming they didn’t grant one in turn affecting my tech research choices.

Mostly because I only realized this was the case until like two thirds of the way into the game

Speaking of racial tech, looks like Twelve is going for an early Hegemonic Trade Policy (lets him swap res/inf values while building stuff). Neat.

Just getting a few things in order before I need them. Winnu start is so slow. Having only 1 carrier and no dread makes claiming systems early a bitch.

D'rek, why did you go with the blue tech? Seems like an odd choice. Figured you'd want to go yellow so you could get the tech that allows you to ignore prerequisites.
