Nom only the hacan (ie tatts) can trade action cards. If you want to trade one you have to pay tatts for the privilege.

I'm not sure why Gnaw would be going to Lodor. I get that he doesn't appreciate potentially being adjacent to Mentak, but a system on the other side of the galaxy for the turtles? Doesn't make much sense to me.

But the Saar are beholden to the space winds, we know not where they will take us (though the winds have no plans down your way, unless they're forced that way by your own neighburs' bullying). I am tempted to take it, yes, though maybe not for 3TGs. What about an AC exchange? I have one which is particularly suited for a race of your disposition. Shall I show it to you?

Anyone can show Tatts an action card from their hand, Tatts can show anyone an action card from his own hand, but Tatts cannot show someone an action card from someone else's hand.
