Twelve, Nico, Tatts, Khell - we should all vote FOR the action card agenda. It'll force Gnaw and Morgoth to discard 4 cards each, and for most of us, just 1, none for Tatts.
If we place all, or most of our votes on that, the others can't flip the vote.

I figure Gnaw and Tapper are the only voters who have any interest in an AGAINST vote on Economic Sanctions.
Together, they can muster 30 votes.
If me, Twelve, Khell, Tatts and IH put all our votes on FOR, it would come up to 36.
We need to have at least 31 to ensure that we win that vote, so that means we can shift 5 votes elsewhere, unless an agreement can be reached with Tapper to vote FOR.
