Early game it also has some benefits. On turn 1, it is a good (but likely worse than Logistics) pick for players with 2 starting carriers.
For people with one carrier, it still works to grab that amazing 2nd ring double system (like Abyz-Fria is placed in this game).
I think the main issue why the Primary feels underwhelming is that it is just 2 action cards (Flanking Speed + Morale Boost) rolled into one. It
feels like a REALLY good draw from Politics' Primary - and then you realize that Politics has 2
additonal effects that are just as good.
If the Primary is modified, imho it should do something on the strategic or ground combat side - "add 1 CT to Fleet capacity" for example would give it a lasting, welcome effect.
But, once you start boosting Primaries, there will always be a next card in need of a fix, either because the secondary is better than the primary (we'd start with Diplomacy) or because the Primary feels so much worse than other Primaries are for most players most of the time (hello Imperial).
The last two rounds saw a big uptick in the amount of combat happening - Warfare in its current version might just live up to its name
