Aside from that, go ahead and discuss/trade/wheel-and-deal. I've gotta log off for a while, but I expect we'll probably need a little while (i.e. ~8 hours) for everyone to be satisfied, submit, and then I'll resolve.

That PN is in and by itself a magnificent offer. I would be tempted - but I was also considering playing a rider on this vote for equivalent value. From what I understand however, negotiations have advanced to a point where I am too late to play it.
With Gnaw bought and an offer to IH open, it also seems you found alternative ways of beating the vote anyway so I am not sure if your offer still stands?
I can see how IH sees aiding you here as a move against Khell gaining more points from Imperial, and that PN as a way of stopping you from dominating the vote once you hold Mecatol (when you'd have 20-23 votes available).

I know Saberhagen only now from wiki. The answer is essentially: only as far as we can see that it is in their interest to remain nice, especially since neither of us is committed anywhere else.
I think I also underestimated the amount of systems a player can reliably control, underestimated the importance of ground forces and overestimated Strategic actions, so I might be way off in that speculation, too.
