Khell still controls Quann, and Nico still has units in the beta wormhole system. I'd say you're still neighbours, even if Morgoth has units in the Quann system.

I can't be the only one terrified by all the ships being placed. I may have underestimated the necessity for ships this game. Ah well at least my action cards should give me a fighting chance!
I think the scariest thing about this turn though is that morgoth threw everything he had at khell, and he still has all his planets. That ground dominance looks like it's paying off.
