I'm assuming Gnaw has an action card that may prevent someone from voting during the Agenda phase. That is how that post translates to me.

That's what it is sounding like but since we are in the agenda phase doesn't he have to post that he uses the action card in the game thread for it to be valid.?

IH what do you want for your votes on Plowshares?

I'll show you some PNs. Would any of these be worth your vote?
I don't know what I'm doing but it sounds good.

Khell how did your command tokens go from 0t 2f and 2s at the end of the round to 2t 2f and 5s? I think your math is off.
I don't know what I'm doing but it sounds good.

It certainly is! I think I counted the fleet tokens twice or something.

If plows hares passes Id vote for someone else's if they want or an empty planet.

But aren't we voting on the disarmament one first?

Not necessarily, I think, depending on the card you might just let D'rek know before we begin voting (for example, IH wants to play a rider and hasn't put it in the game thread as far as I'm aware).

I would like confirmation from Gnaw though about whether he is actually doing anything :D

Any abilities/cards/whatever that are "at the start of the Agenda Phase" don't need to be officially declared until the Agenda Phase actually starts. The best thing to do is to have let me know ahead of time, and if you're not online I'll declare it for you as soon as the Agenda Phase starts. Otherwise, as long as you post it within a reasonable amount of time since the beginning of the phase, it's fine.

If there are any such declarations (which there pretty much always will be since Morgoth is Nekro) then even if everyone has sent me provisional votes in advance I'll keep the Agenda Phase going for at least around 10 hours or until everyone has checked in since the declaration, giving everyone a chance to change their votes if they want to. If another player 4 hours since the start of the phase makes a new declaration, I'll reset the timer, too.

Well even if he does prevent me from voting. If Tapper,Khell and IH vote for it then it still passes.

Yep.
I really want the ‘against’ to win.

Any offers from team against for my votes? That 2nd PN looks interesting twelve.

D'rek just to clarify the order of events, is it agenda 1 is voted on secretly then agenda 2, or do we vote on both events secretly at the same time?

Is that the trade good one? Yeah you would defiantly make out on that one.

Khell what are your thoughts on plowshares? Yay, nay, or abstain?

1) Secretly vote on both at the same time. Each planet can only contribute votes to one agenda or the other.

2) Agenda 1 results are revealed, effects are resolved.

3) Agenda 2 results are revealed, effects are resolved.

So I guess my question is how does the stop player voting card work which usually works on one agenda. Does twelve get no votes, or would gnaw be able to reveal it between vote 1 and 2 depending on how he sees people vote.

There's numerous stop-a-player-from-voting effects in the game, and they work in different ways. But if one were "play at the start of the agenda phase, a player cannot vote at all" that'd be that. If it were "play at the start of the agenda phase, a player cannot vote on one agenda" the player would still be able to cast all their votes for the other agenda. If it were "play when an agenda is revealed" it would need to have been played as soon as the agenda was revealed (though in general I would modify this ability to be play at the start of the agenda phase due to our houserules). Etc.

Hmmmmm.
Twelve. What is it worth to you for me to NOT use

CP | Assassinate Representative | Play at the start of the Agenda Phase | Choose a player. That player cannot vote on this agenda.

On you?

Well, there ya go, IH.

This is an example of one I did houserule, since with our simultaneous voting and earlier agenda reveal it didn't make any sense anymore. So with this action card you play it right at the start of the agenda phase and it blocks one player from voting on one of the 2 agendas. (Which is the same effect as how it worked pre-houserule, just the timing is a bit different.)

But if there's another effect out there that says the player "cannot cast votes in the agenda phase" or something like that, then that would block them from contributing to BOTH agendas.

What do you want? I have a pn that stops me from voting so you could save that action card in the future on something you deem more important.
