So to summarize, we've got:
COMPENSATED DISARMAMENT (DIRECTIVE) -- Elect a Planet
Destroy each ground force on the planet. For each unit destroyed, the player who controls that planet gains 1 trade good.
--Tatts cannot vote
--Outcome: Zohbat -> Tatts gains 1 VP
SWORDS TO PLOWSHARES (DIRECTIVE)
FOR: Each player destroys half of their infantry (rounded up) on each planet. Each player gains a trade good for each unit they destroyed.
AGAINST: Each player gains 1 infantry on each planet they control.
--Khell and ItGnaw cannot vote
--Outcome: AGAINST -> Morgoth copies a tech
--Outcome: FOR -> Khell researches 1 technology, ItGnaws gains 3 CTs and 5 TGs

2) I’m mostly focused on not being dead last. First time I’ve ever played this game. And my experience of games like this in the last couple of decades is limited to Eclipse on this forum.

BUT, that's a dangerous precedent to set - incentivizes everyone to hold back as long as possible in playing ACs (not that I'm *that* worried... this is like three quarters of the agenda phase cards played right here so there won't be that many left).
So we'll stick with them being played simultaneously, and in which case conflicts resolve in Speaker order as per the official rules. Speaker is Tatts, meaning ItGnaws "goes" first and wouldn't know of Khell's intent to play the tech rider, plays the assassin, then Khell laughs and plays the tech rider.
