Dear Naalu,

I suggest the natural division of Mehar Xull and Zej Rajja as part of the Sardakk N'orr empire and Corneeo Resculon as part of the Naalu sphere of influence would be a very sensible agreement, given their geographical (astrological?) proximity to either of us, and this is therefore my proposal to you.

Gnaw if you move to Vefut II at some point and I have New Albion then we can reach a trade agreement? I start with 4 commodities. How many do you start with?

edit, you can even have the one towards the asteroid belt because you have the tech to go through it.

There are some hexes on ring 2 (seen from the center of the map) that do not contain planets (iirc, I am on the phone, it's a wormhole and something else (nebula?) that probably requires tech to move through), as well as an empty hex next to your home planet that makes no sense for me to want to own from an economic point of view (and for you only for defensive purposes).

Hemmed in is a big word though. I think neither of us is contained in the way that we're blocked by obstacles, rather, there's a bit of a void between us.

Anyone can move into or through them as long as they have Antimass Deflectors deflectors technology. Otherwise, they are impassable.

Nebula

--Ships can't move through it (they must go around or stop in the Nebula)
--Ships defending a Nebula get +1 to their combat rolls
--Ships leaving a Nebula have their movement reduced to 1

Gravity Rift

You can move into and through it, but when leaving the hex there's a 30% chance a ship is destroyed. If not, it gets +1 movement.

So Asteroid Fields are the only ones that require a technology to move through, and once you have the tech they are basically just empty spaces to you. Anyone can move into/through Nebulas and Gravity Rifts from the start, there's just some unique properties involved.

I still have a fair bit of setup to do so we're not ready to officially start the game yet, but you guys can pick in-advance if you want.

I am hoping to formalize my initial talks about borders with my neighbours before picking a card.

I was also hoping I could offer my dear neighbours to NOT pick a certain card of their choice in return for trade goods, but the Rules Reference mention 'active player's turn' for all Transactions, while in the Strategy phase, it carefully avoids both 'active player' and 'turn' (instead mentioning 'Starting with the Speaker and proceeding clockwise'), so I do not think that would fly :-)

Ah yes, the whole "transactions" and "deals" thing. That's a whole new thing introduced in TI4. In TI3 you could just freely trade all the time, even when neither player is the active player.

Both have their advantages and disadvantages, I'm sure, but for a play-by-forum game where not everyone is present all the time I think the TI4 rules might be too constricting. At the very least, I'll allow you guys to negotiate anything at any time, it might just be a matter that the movement of commodities/trade goods/action cards from one player to another only occurs at the start of the player in-question's turn. I'm also not too concerned about limiting the number of transactions per turn, either.

The whole thing with immediately-implementable deals are binding and how you can only trade with your neighbours (except Blend) are still on, though.

Edit: and for the Strategy and Agenda Phases you can exchange commodities and trade goods freely. Nothing during the Status Phase.
