Doesn't look like there is any admin panel option to control who can/can't give rep via spammer flags or user groups, though.

I have the most rep at this other forum I frequent. There, rep is important (because I have the most). Here (where I am close to the bottom of the heap), it is meaningless. That's how rep works.
