Anyone know what is up with new members dealing out negative rep to random members in random threads?

It started yesterday when I noticed three of my threads had been given neg rep from CurtisON. I left a message on his/her wall and a couple other members messaged me saying they had the same experience. Just checked the Vacation ideas thread in the Inn and it seems Lady Bliss has also been neg repped by both CurtisOn and another new user named Payonnogy.

Are they disgruntled new members? Is it the spam bots taking revenge on us? Is it the return of the Phantom Neg Repper?

EDIT: Oh god, he got me again! Right in the rep.

Actually it is probably my fault. I set the little bugger as Spam. Turns out that he can still click on the rep button. I have gone ahead and Banned him.
