Yes put the island into the middle of the North Sea right at the mouth where the waves are the most distructive. Thus the best place to protect the new empires capital. Norway would fund it then they would have no money and be on the same financial footing as the rest of the empires providences.

To bring us a bit on-topic, it's also election year in Ukraine. The Presidential election is in the spring and parliament in the autumn.

The unpopular president Poroshenko hopes to capitalize on the success of his recent political venture- the 2 (formerly un-recognized) orthodox churches in Ukraine agreed to unite and were then recognized as canonical autocephalous (autonomous) church by the Patriarch of Constantinople. Prior to this, the only canonically recognized orthodox church in Ukraine was the technically independent Ukrainian Orthodox Church of the Moscow Patriarchal. So this is an important (albeit largely symbolic) move with which Poroshenko hopes to whitewash all his failures when it comes to the war, the economy and failure to curb corruption.

Sadly, this may prove sufficient given his primary opponent is the best odious Yulia Tymoshenko, who continues to rely primarily on populist rhetoric, but is also unpopular enough with the key oligarchs that they might throw their support behind Poroshenko just to avoid a "loose cannon".
The good news is that the nominally pro-Russian political forces are split, and don't have a single candidate either, making it unlikely any of them will make it to the run-off.

Hard to say what the parliamentary would look like at this point.
