Well I haven't had time to go back and look where Morghy build those two dreads but I can always use a future build to do something about them. For now.

Okay based on Tatts latest update Morgoth not only has both of his dreads sitting on his player board he also doesn't have enough materials to build 2 cruisers. Gnaw are you sure about the map items and material counts on Morgoth's player board?
I don't know what I'm doing but it sounds good.

They're not dreds. They're cruisers. I used the wrong ship type and it is fixed now.

Who else has Vassal? I'd like to see someone else open the game file to see if they can see the reputation badges.
I can do work arounds using the last playerboards that Tatts posted but there might be an issue come the combat phase. *shrug*
