More or less. Suppose you have Spades 7 and 3 abilities that key of spades at values 1 (fluffy bunnies) 3 (pit bull) and 6 (Ctulhu). You can then decide to divvy it up any way you like it. 7 x [1] gets you a bunny farm, [3][3][1] a bunny and two dogs and [6][1] the fewest creatures but Ctulhu, who devours all - including the bunny

Okay, so are those 7 things you have in spades pips or dice?
Pips. Pips are "dice points". You get 75 points to start with, broken down into 3 categories. you get to decide "how many dice" you wand in each category--so that, for example, if you have 30 points in physical skills, you can break it down into 5 6-point dice, or 6 5-point dice, or 1 6 point dice, 2 5-point dice, 3 4-point dice and 1 2-point dice, etc. If you have abilities that cost physical dice, you will then "use" one of these dice every time you use an ability--both passive or active. thus, planning on what you want to be able to use requires you to allocate your "points" wisely.
the cards thing comes in play with Mental (or was it magical?) skills--there, in addition to assigning a point value to a dice, you will also choose a suit, in order to create possible winning poker hands and/or power up you magical abilities. when "wager" mechanics are invoked, you will use your dice to play poker.
