Abilities:
Discipline Collar: You place a discipline collar on target player on your tile. If this is successful, you may provide an order to the collared individual during each dawn phase. It doesn't say that you get a list of abilities so I am going to say no unless blend says different.
I also don't see anything that says it is a recruit ability. Of course the only way to find out is to target someone who says that they can't be targeted.

Just to confirm Venge's responses:
Discipline Collar is not a recruit ability, it's a control ability.
You will not be told what abilities they have.
You can give them an order and get the following results:
1 - You must vote for Player X during the next Day Phase.
That player must vote for Player X, and cannot vote for anyone else during the next Day Phase.
2 - You must move towards Tile X during the next Dusk Phase.
That player must move towards Tile X using the shortest route during the next Dusk Phase.
3 - You must use your abilities on Player X during the next Dawn Phase.
That player must use any ability they choose on Player X during the next Dawn Phase.

If that player chooses not to follow your orders, they will be incapacitate until the end of the next Dawn phase. This means they cannot vote on the next Day's lynch, and they cannot perform an action during the next Dawn.
You will not be told if they choose to follow your orders or not.
Once a player is collared, they are collared until you are dead, so you can give them orders every day. However, that player will remain in whatever faction they started in.
Only someone with this much power could make this many frittatas without breaking any eggs.
