So for instance someone with a Fire Passive is attacked by a Water Active and generates a steam cloud resulting in the next attack taken doing 0 damage, if the next attack received is a buffed attack it would penetrate the steam?

Anyone who gains a fury buff tomorrow will know what the change is then, for that particular fury. The change might be simple (though still effective), or it may be more interesting. And I'm very interested to see what ya'll end up choosing!
