Yes the 2 box can be covered putting the production of a resource to zero.

And this is why I thought that Khell should have pinned that cruiser instead of flying to Mu Hurculis.

Edit: That is the reason I'm wanting it to be a part of the action order. Not only does it mean the player is keeping track, it allows all the players to see and we're more likely to catch a mistake sooner. Computer code aphorism: with enough eyes, all bugs are shallow.
