Yeah what Tats says. You can buy anything on the board that has been drawn if you can afford it. You are not restricted to buying the cheapest thing out there. It's the most efficient way to purchase tech as you get the maximum benefit of the discount but it's not a requirement.

It is an additional power source that provides 2 power and gives you one additional inititive that can be put OUTSIDE of any of your ships blueprints (Starbase is considered a ship even though it doesn't move). It's very usefull. I would keep it and put it on either your cruiser or dreadnaught if I were you.

I drew it last game and put it on my Dreadnaughts.
