Entirely possible but the changeable nature of the Az'i means we can't discount that she's one who was late to pick up an aspect.

Put another way, nothing we know of the FA suggests they would ever be in a position to ascend to goddess of plague status, but it seems likely an Az'i could.

That said, the nature of the Forulkan remains unclear, other than that the FoD-era FA seem to be the most radical of them.

Then again, she could have started as a sort of administrator of plagues as divine justice or some such. It's not unheard of for deities to send plague as a punishment for various transgressions.

Or she could have been a regular Forulkan, as the Forkrul Assail might just be descendents of their priest class, and all the rest might be dead, possibly by Assail hands.

In any case, if Malice survived, who might she have become?
Laseen did nothing wrong.
