I don't think so. In The Crippled God they showed the liosan after having drained a dragon and drank its blood to become soletaken. One such drinker of said blood is poisoned and rips out his own throat. Maybe it is vitr, before it is vitr, or they are related somehow, but I don't think the intent is there for blood of tiam=vitr.
Theorizing that one could poop within his own lifetime, Doctor Poopet led an elite group of scientists into the desert to develop a top secret project, known as QUANTUM POOP. Pressured to prove his theories or lose funding, Doctor Poopet, prematurely stepped into the Poop Accelerator and vanished. He awoke to find himself in the past, suffering from partial amnesia and facing a mirror image that was not his own. Fortunately, contact with his own bowels was made through brainwave transmissions, with Al the Poop Observer, who appeared in the form of a hologram that only Doctor Poopet could see and hear. Trapped in the past, Doctor Poopet finds himself pooping from life to life, pooping things right, that once went wrong and hoping each time, that his next poop will be the poop home.

i'd imagine that t'iam's blood could be a diluted form of pure vitr. think in terms of levels of chaos/order. vitr is 9 parts chaos and 1 part order. tiams blood is maybe 7 parts chaos, 3 order. mother dark and Kurald Galain are 6 parts order, dragnipur is 7, and the azath are 9 parts order to 1 part chaos.
There's a fine line between genius and insanity. I have erased this line.

I'm just wondering if the blood of T'Iam is really a fable. I know the Liosan are shown drinking from a dragon, right? I can't think of how that was presented though.. If it was POV or if someone was pinning yarns.
I've seen a few mentions of Dog Runner in regards to Deragoth, but page 296-297 pegs the name as coming from the Imass running with Ay.

the blood drinking scene is pretty immediate. we break into aparal forge's POV mere minutes after he's drunk of kessobahn. it's still wet on his chin, and he's fighting the first waves of murderous megalomania
