Anyhow, from the wording that the main recruiter ability is given by the cult based Apostléy thingummy (which can jump, as per the OP) this isn't simply a game of whack the recruiter. Of course, getting him is still the most important thing, but it is unlikely to leave us with only 1-2 harmless recruits to mop up.
With that in mind, a few vigs seem needed to get back tempo and get rid of all Bahama-mutants, at the least in the WCS of a recruit a night.
Gambling that recruitment pace is perhaps lower than lynching pace, thus buying town the time to mop up a cult, is wishful thinking.
But many kills? No. And anyhow, a vig isn't something to be used willy-nilly.

Fener moves about as quietly as possible, years of training coming into play - meaning that he would have probably been heard by anyone not asleep, but with all the noise from everyone trying to figure out what was going on, he was actually unnoticed for once.
He steps from an alcove to Kalse's immediate right, looking the possible Target up and down, trying to remember any of the details he'd been given.
"Hmmm. I uh....I don't know. Is it you? I suppose it could be. I'm sure he said something about the target's hair. You have hair....I think. It's too damned dark down here."
Fener's mind isn't the sharpest. He glances around from person to person, the small wooden beads from his long dreads making light 'clicks' as they sway into one another - another obvious flaw in Fener's reasoning skills, for a man who's livelihood often depends on being able to move in silence.

And also either completely stupid or hasn't read the Malazan series. We know at least that some warrens are at least partially sentient and can communicate with humans with speech or thought.

Besides, I don't see it written anywhere that the Liosan alt isn't referring to a Tiste Liosan. Alt names come from warrens, dragons, Soletaken, and God knows where else (Merrid anyone?).
