It's not a general ban (which would violate the First Amendment). The AP article describes it as a revision to Title VI of the Civil Rights Act, which implies that it would also apply to other organizations that receive federal funding:

[Edit: Title VI does apply to federal funding in general, not just funding via HUD.]
