While the word "rampant" is doing a lot of heavy lifting there, it's clear Bernie's initial response to the staffer allegations a few months back was wholly dissatisfying. It was very much in his usual "everything else is a distraction from the mission" way. So yah there are old-dog-new-tricks concerns. He did address the issue more thoughtfully here last week, with commitment to concrete measures, and I hope people hold his feet to the fire.
As far as Biden goes, yah, there's something wrong with his brain.
