The Lord Ruler and CG all count as Dark Lords far as I'm concerned so bugger the rule. I nominate Morgoth. Unlike Sauron he was far more involved and uber bad ass.
Achievements(Pros):
- commits the first ever murder on Middle Earth.
- recruits an all devouring giant spider to lay waste to the blessed lands
- Has the power to create Mountain ranges.
- Created the Balrog's
- Totally owned Hurin.....hard
cons:
- a tad bit oversensitive.
- Not too good in one on one fights.
- Too similar to a certain biblical figure.
other honorable mentions that to me are pure villains with no redeemable qualities that you can't wait to see get their due:
- Tywin Lannister
- Joffrey Baratheon
- Gregor "The Mountain" Clegane
- The Witch King of Angmaar
- Bayaz

Aye, "The Mountain" is definitely a evil bastard.
