I don't know the answer to the Tiste question, but the answer to the pre-edit question is Goruss (he is like the Job Centre... except the Job Centre doesn't send anyone to the rowing decks on ships). As well as Rallick and Torvald.

I'm pretty sure the latter is right. I just read it and I think it says, "the one he was born with." or somesuch.
