I think they grant wishes. And you make them appear by assembling a set amount of special balls, which have been scattered across the universe.

I too was turned off by the unending mid-battle yammering and non-eventful episodes; I don't think I've watched more than 10 episodes, which were all during the Frieza saga.

This is a non-characteristic thing for me to wonder, but when combatants blow up entire cities, valleys, continents or even planets, wouldn't that suck to be a bystander or some form of wildlife? Like you're just minding your own business, when these two dudes with awful haircuts start yelling at each other and then BOOOM, you're dead, shit's ruined and the clean-up is going to be an absolute bitch. And for no good reason either.
