If by armor you mean Victoria's Secret lingerie, I agree. That'd be a step in the right direction.
Trouble arrives when the opponents to such a system institute its extreme opposite, where individualism becomes godlike and sacrosanct, and no greater service to any other ideal (including community) is possible. no, rugby players aren't retarded enough to jump into each other head first, its a considerably more manly, harder (due to lack of pansy pads) physical tackle that.
Plus they're so incredibly tough they could get hit by a train.

Can we agree that at least half of the American Football players are bigger and stronger than rugby players?

American Football players: All Around better at their specialization (shieldwall/runner/passer.)

Rugby players: Their specialization is being better at all-around (grabbing genetalia, getting hit in the nads, playing while drunk.)

You can take almost any middle linebacker from the NFL and put him in Rugby and scare the shit out of the other team. Same can't be said about a Rugby player going into the NFL.

Really it comes down to Money. There is more if it in the NFL as such it draws stronger, faster players. They are paid a lot to get into and maintain a high physical level so as to destroy someone on the other team.
How many fucking people do I have to hammer in order to get that across.
