a) he's my leader
B ) the scene implies our that powers will come once the war b/w Julii and Brutii begins. imho, it hasn't yet, thought i'm mod-forbidden to say why.
c) before I figure out how to play next, i want to get a rough idea on the team sizes. I know my team's a minority right now. I don't want Julii or Republicans to get too much of a lead, though.

agreed. As far as I can tell, Only the Brutii can recruit. Now, it is of course logical for the Brutii to attemp to block this lynch, but if the Julii and the Republicans band together now, then the war of attrition can begin, and the game comes down to whose finders are most convincing.

Personally I believe the factions are probably pretty evenly spread, so taking out any known recruiters is essential.

Well, there is no guarantee, but it seems most logical to me that leaders would be the only ones with a really powerful recruit.
