I dont know about Duiker and Coltaine (might really be the quote does appear twice), but I meant Kallor's response to Anomander Rake in MoI:
"You seem to stand alone in this High King."
"It was ever thus."
Obviously it has advantages to wait until someone confirms that a guess was right.
So Urizen got it right, and his quote should be answered next...

It is definetely temper from when he is putting some other semi-veteran at his place because he keeps thinking he is the king and is making of stories about how he fought this and that from the crimson guard. Also, the earlier quote about "it was ever thus" is kallor to rake in MoI as somebody else mentioned.
