I think the Games by Email variant is classic A&A, without Artillery and Destroyers (and 1-hit-battleships instead of 2 hitpoint ones) and the rather overpowered Heavy Bomber and Industrial Complex inventions.
That means your manual is a tad bit off, as the 2004 version is Revised Edition, which has a different map as well.

Also, can Russia attack turn 1?

if you use the new board and not the classic then yes, they should be able to.

what you really should try is to find a web version of the new edition that just came out. Sizeable alterations there

Triple A has it, I'm giving it a try at this moment. I like it, but I think that as long as we're playing on gamesbyemail, we;re stuck at the old version.
