Because you don't know the power of the dark side.
Seriously, it's harder for people to do the right thing than to give in to their more selfish, base instincts. That's why truly good people are respected but rarely emulated. We can do it in groups at a low level, as cooperation appeals to our enlightened self-interest. We can impose laws and obey them etc because of the social contract of the greater good. But as individuals, when it's in those grey areas - or areas that used to be grey but are now becoming more defined anyway - that we tend to give into our darker impulses. Especially when we have some measure of power ourselves, and consequences seem to far away and trivial.
TL;DR - if we think we can get away with it, we will have a go. Nature pretty much built us to be selfish (ie arseholes) to give ourselves the best chance of success and propagation. The only things preventing us are our own moral codes or fear of consequences. These feelings and the ability to be clear-headed about them become more diluted the more personal power we have.
