Unless their job specifically allows them to do something like that without informing you/asking your permission, of course. It's an invasion of privacy, especially on your lunch break - unless you're not supposed to be using company systems for personal browsing or something... I'd advise getting it formally noted by your manager, just in case it becomes a problem in the future.
