There's a shed load of birds wheeling around it... don't look Large enough for Great Ravens but scale is a funny thing.
I'm just re-reading GotM and nothing stands out as a prime candidate.
Generic fantasy tower it is seemingly, but it does look very simlar to the central tower in carpet's image, perhaps viewed from a differeing angle, or emblished with a bit of artistic flurish.
Edit: Furthermore, the image does not show the weather vane. point is though, an artist drew it from reading SE's work, he could have made a mistake/not read properly.
Because much of the cover does reflect much of the GotM discription.:

Hmm that description does kind of fit. What bothers me is that it looks far to desolate to be Mock's Hold. It looks more like a random tower up in the mountains somewhere.
Sanity is nothing more than an excuse for being boring.

I pictured it as being a tower on Moon's Spawn or something because there is a city inside.

I thought this an artist's interpretation of Moon's Spawn during the mage battle on page 71 of GotM. The black specks I thought were Great Ravens. This would certainly be a liberal interpretation, as I see nothing in the text about a tower, but the rendering does seem plausible.
Page 71: "A black cloud enshrouded moon's spawn...." (i.e., the ravens)
Page 71: "A figure had appeared on the ledge before the portal, its arms upraised, long silver hair blowing from its head."
Page 71: "Anomander Rake looked tiny against the backdrop of his edifice...."
We have reference to a "portal" set within an "edifice," surrounded by a "black cloud." These elements are present in the image shown above.

Hey, I prefer the second cover! The book's title is prominently displayed. I was able to see that title 2 rows away in the bookstore, and it's solely responsible for my getting into the whole series. (Although...what could that cover represent?)

I am very surprised at how many people started reading the series solely based on the cover.
