Well he could command the warren of not-dying-even-after-billions-of-years...
OR
he commands the warren of mortality, in which he is the ultimate god of said warren, which thus means he is not a god but a mortal, a mortal who has reached the highest point of godhood in the warren of mortality, and thats why he hasnt ascended, see, cause he's so very much god that he thus so-very-much mortal.........and so on..........
