heh, the impression I got was, that Lasseen didn't want Topper to have total control over the Claw, so that he wouldn't pull a Surly of his own. So she made him a "bureaucrat", technically in charge, but basically having a "desk job"/being a message boy. As such he apparently got lazy and hedonistic.. but it was probably all a ruse... (not the warren, the other kind)
