Mention of Pannion Seer.

There was some reference to the Pannion Seer in GoTM but I couldn't seem to find it a second time. There was obviously some significance behind it... foreshadowing and the like.

Erikson made mention of a gate flowing with the souls of the dead, and their eternal wailing. Something about them being trapped forever with the Seer.

Can anyone help me out?

There's several mentions of the Pannion Seer and his "holy war", his capture of the cities of Setta and Lest I think? not sure about the souls being trapped with the Seer though... unless it's a reference to Rigga the Wax-witch with the five souls she held to her.. her husband and sons?

Circle Breaker took a stroll through the docks to meet a contact of his. He saw silks from Setta & Lest being transported, and thought to himself that there would be no more shipments from those cities, since they recently fell to the Pannion Seer. That's the only reference I remember, until the end when Whiskeyjack & co. started talking about the real threats on Genebackis.

Couldn't tell you exactly where it was in the book though, somewhere in the middle.

Don't remember that. Doesn't really agree with what we know about the Seer.

Hmm... probably wasn't The Seer then. Just one of those things Erikson mentions, then refers back to.

That sounds to me like the description of Hood's gate, when Paran dies.

Yes, the gate was Hood's, before Oponn intervened and "saved" Paran's life. The only mention of the Pannion Seer I remember are the ones Dolorous Menhir mentioned.
